Who worked tirelessly behind the scenes to promote the project is the head of the Kiryat Arba-Hevron Council, Israel Bramsom, who invested significant efforts and acted directly with the Minister of Defense to drive the process forward. Bramsen pushed for a solution to the issue, emphasizing the need for roofing for the benefit of visitors and to enhance the experience at the site.

Bramson responded: "We thank Minister Gallant for his listening and understanding of the essential need to promote the covering of the Cave of the Patriarchs."
