The question of how Israel will handle "the day after" Hamas is defeated in Gaza has been on the minds of everyone early into the war. A year later, Segal thinks Israel has found an answer.
According to Segal, the current operation in Jebaliya provides the key to new IDF policy: wherever terrorists try to rebuild, the IDF evacuates the population, eliminates the terrorists, and then allows people to return home.
Since the Gaza Strip will not lack for weapons or military-aged men in the foreseeable future, the approach appears to be to ensure no-one actually "rules" Gaza - and this includes the IDF. Prime Minister Binyamin Netanyahu himself has repeatedly ruled out the option of military rule in the Gaza Strip.
Segal did not address the question of who would be responsible for civilian services, which still need to be provided to Gaza's hundreds of thousands of inhabitants.
