Sinwar's actions indicate that, in the post-war period, his terrorist organization aims to remain the primary military force in the Gaza Strip. Therefore, he refuses to agree to any deal that would leave Israel in the Gaza Strip and obstruct his plans. According to a report by Ron Ben-Yishai on Ynet, Sinwar is insisting on the following five demands:

1. **End to the War and Military Pressure**: This includes, for example, the destruction of tunnels.

2. **Hamas's Survival as a "Resistance" Movement**: Sinwar wants Hamas to continue operating in Gaza without being expelled. However, he is open to the possibility that Gaza could be governed by Palestinians from the Palestinian Authority, or even the Authority itself or another Palestinian figure such as Mohammad Dahlan, while Hamas focuses on fighting Israel.

3. **Return of Refugees and Displaced Persons**: Sinwar demands that refugees and displaced persons currently in shelters be allowed to return to their homes immediately, and that reconstruction of Gaza be started without delay by the international community.

4. **Rebuilding Hamas’s Military Strength**: Sinwar requires that Hamas be allowed to rebuild its military capabilities following the severe damage it has sustained.

5. **American Guarantees**: Sinwar demands American guarantees—not just promises—that the agreement will be implemented and that Israel will not be able to initiate another war after the first or second phase of the prisoner exchange deal.
