Permission granted for publication: In a joint operation by the General Security Agency and the IDF, several Palestinians residing in Judea and Samaria were arrested in recent months for planning attacks against Israeli citizens. This was done under the guidance of Alam Kaabi, a member of the 'Popular Front' organization who was expelled to the Gaza Strip as part of the Shalit prisoner exchange and is currently residing in Lebanon.

According to the publication, Alam leads terrorist activities in the territories of Judea and Samaria. Within this framework, he recruits Palestinian terrorists, some of whom are close relatives, to carry out attacks against Israelis. As part of this investigation, the General Security Agency interrogated several activists, including Marad Kaabi, a resident of the refugee camp Balata in Nablus, and a relative of Alam, as well as Khaled Abu Alheja, a resident of Jenin.

In his interrogation, it emerged that Marad was instructed by Alam to carry out shooting attacks. As part of the investigation, two M16 rifles in their possession were seized. In Abu Alheja's interrogation, it emerged that he was recruited by Alam to carry out attacks and lead a military cell operating in the Jenin area. Indictments were filed against both individuals in the military court in the Samaria region.

In addition to Marad and Abu Alheja, other Palestinians who worked to promote terrorist activities under Alam's guidance were arrested. According to the General Security Agency, they will continue, along with the IDF and the Israel Police, to thwart any terrorist activities, including those conducted by terrorists from Judea and Samaria under the guidance and direction of terrorists outside of Israel, such as Alam.
