Failure: Unit 8200 Ignored Hamas Strategic Document

Serious intelligence failure: According to a report on Channel 12 News, Unit 8200 had in its possession a document revealing Hamas's strategy regarding hostages and negotiations, which was concealed from government members and senior IDF officials.

After it was revealed yesterday (Friday) by the German newspaper *Bild* that the IDF had located a detailed Hamas strategy document, presumably on Sinwar’s computer, it is now reported that the document was in IDF hands for several months and was not forwarded to government and military officials. According to Channel 12, the document was actually in IDF possession as early as mid-April. It was captured by Israel, and a clear intelligence report was generated by Unit 8200, but it was not brought to the attention of senior AMAN officials, senior IDF officers, the negotiating team, former Major General Nitzan Alon, the Chief of Staff, the Minister of Defense, or the Prime Minister. All these officials confirmed they were unaware of the document’s existence.

Senior officials in the Intelligence Directorate said: “We tried to warn that the document, like many other documents, did not receive the attention it deserved. The document was not processed by intelligence officers and remained in its raw form, buried in the depths of hard drives in Unit 8200. It did not reach the top levels in AMAN, nor the team of Nitzan Alon, and therefore was not discussed in the Cabinet or forums dealing with the deal.” As previously noted, the document describes Hamas leader Sinwar's plans regarding hostages and how Hamas deceives the international community in ceasefire negotiations and its strategy in negotiations.

According to the report, the document describes that Hamas wants to "improve key sections of the agreement, even if the negotiations extend over a longer period." Although Hamas admits in the document that its military capability has weakened, it does not believe there is a need for a quick end to the war despite the population’s distress in the Gaza Strip. The fact that thousands of Palestinians have been killed in the Strip is not mentioned even once in the document.

As is already known, Sinwar instructs his fighters to continue applying heavy pressure on the families of the hostages, a practice we refer to as "psychological terror." "There should be continued psychological pressure on the families of the prisoners (a term for Israeli hostages), both now and during the first stage (of releasing the hostages as part of a deal and ceasefire), to increase public pressure on the enemy government," it is written.
