Israel and Hamas agree - neither of them will control Gaza

Washington Post: the parties agreed to relinquish control of the Strip from Phase 2 - and security will be provided by the US with moderate Arab countries and elements from the Palestinian Authority

Israel and Hamas have both indicated their agreement to an "interim administration" plan that will begin in phase 2, in which neither Hamas nor Israel will control Gaza, the Washington Post reports.

Security will be provided by a force trained by the United States and supported by moderate Arab allies, from a core group of some 2,500 Palestinian Authority supporters in Gaza already vetted by Israel. Hamas has told mediators that it is "ready to give up authority for the interim government arrangement," a US official said.

They also reported that as security expands in post-war Gaza, the peace plan envisages a third phase, with what the UN resolution describes as a "multi-year reconstruction plan".
