Israel's National Security Adviser Tzachi Hanegbi announced plans for Israel to introduce an alternative governance model in Gaza in the near future. Speaking at a conference in Herzliya organized by Reichman University's Institute for Politics and Strategy, Hanegbi outlined Israel's ongoing military strategy in Gaza and its diplomatic efforts in the region.

Hanegbi emphasized that Hamas cannot be eradicated completely because it represents an ideology. Instead, he proposed the need for an alternative governance structure in Gaza, supported by moderate Arab states and international allies.

He highlighted three main objectives guiding Israel's military operations: the safe return of hostages from Gaza, ensuring the safety of Gaza's population, and neutralizing Hamas' military and governance capabilities. Hanegbi underscored the importance of diplomatic initiatives supported by President Biden and the Security Council.

Acknowledging the severity of the conflict and the sacrifices made by the Israeli military, Hanegbi stressed the importance of unity and determination for Israel during this challenging period. He also emphasized the role of moderate Arab countries in fostering stability and peace in the region, expressing confidence in their support for initiatives aimed at replacing Hamas with pragmatic leadership capable of coexisting with Israel.

Hanegbi mentioned that the Israeli government is planning to present an alternative to Hamas rule in Gaza soon, starting with northern Gaza and involving local leadership willing to live peacefully with Israel.

The proposed alternative leadership includes moderate Arab states from the Abraham Accords, the United States, the United Nations, and the European Union. The IDF will be responsible for clearing the area of Hamas elements, with the goal of removing the Hamas regime from Gaza. Israeli Prime Minister Benjamin Netanyahu reaffirmed the government's commitment to this goal, with plans to potentially administer Gaza through the military's Civil Administration and local Arab companies.

Netanyahu also mentioned the possibility of establishing a government in Gaza consisting of Gazans not committed to destroying Israel, possibly with the assistance of countries like the United Arab Emirates and Saudi Arabia. The overall strategy aims to achieve stability and peace in the region through the establishment of a new leadership model in Gaza that can peacefully coexist with Israel.
