The memo, dated January 14, characterizes Trump's anticipated term as a period of "maximum disruption" to American democratic institutions. Michaelis warns that Trump intends to consolidate presidential power at the expense of Congress and federal states, while potentially granting major tech companies unprecedented influence in government operations.

Of particular concern is Trump's expected approach to the Justice Department and FBI, which the ambassador suggests could be weaponized for mass deportations and targeting political opponents. The document also highlights possible attempts to circumvent the Posse Comitatus Act, which restricts military deployment for domestic law enforcement.

German Foreign Minister Annalena Baerbock addressed the leak on Sunday in an interview with ZDF television, stating that while Germany will maintain cooperation with the United States, it will prioritize its national interests.
