Turkey has consistently vetoed cooperation between NATO and Israel, including meetings and joint military exercises, since October 7 and the war in Gaza, according to a Reuters report.

While Turkey had reportedly been working to mend fences with Israel before the massacre, it has since taken ever increasingly severe steps against the country for allegedly "massacring" Gazans, including imposing a total trade embargo and even hinting at possibly invading the country to stop the war.
