Report: Biden Admin Funnelled Millions to Palestinian Authority Security Forces Linked to Terror Attacks

Just weeks before leaving office, the Biden administration quietly approved a security assistance package worth over $3 million for the Palestinian Authority Security Forces (PASF). On paper, this appeared to be a routine initiative aimed at enhancing security operations, offering training in Jordan, new equipment, and expanding operations. However, the reality of the PASF's activities in 2023 paints a much darker picture.

An investigation by Palestinian Media Watch uncovered troubling connections between the PASF and terror activities. Over 60% of the “Martyrs in the West Bank” in 2023 were linked to Fatah, the political movement behind the PASF. Nearly 400 individuals imprisoned for terrorism were identified as members of the PASF, and its personnel were involved in more than 1,500 attacks against Israel.

The depth of the PASF's involvement in terrorism became more apparent in early 2024, following the death of PASF officer Hassan Raba’iah, killed during a confrontation with Israeli forces in Jenin. The PASF hailed him as a “heroic Martyr,” but it was later revealed that Raba’iah was also a commander in the Al-Aqsa Martyrs’ Brigades, a designated terrorist group.

Rep. Michael McCaul, former chair of the House Foreign Affairs Committee, expressed deep concern over the situation. “The PASF have demonstrated an ongoing inability to maintain order in the West Bank, a fact made more concerning by emerging reports of the group’s ties to terrorism,” he told the Washington Free Beacon. McCaul emphasized the need for thorough oversight of foreign aid, warning that U.S. taxpayer dollars could be inadvertently empowering terrorists, undermining the very values they are intended to protect.

The full extent of the funding package, which included ammunition training and plans for a new division in Gaza, was revealed in a congressional notice in January 2024. By the time the Trump administration froze foreign aid to review Palestinian spending, the money had already been allocated.

During his time in office, President Trump froze hundreds of millions of dollars in U.S. aid to the Palestinian Authority due to its ties to terrorism. In contrast, the Biden administration lifted many of these restrictions, reinstating annual payments of $45 million to PA security services. Now, as the PASF requests an additional $680 million over the next four years, the question of accountability and oversight remains critical.
