The targeted Hamas operative, identified as Ismail Barhoum, was a senior member of Hamas' financial department in Rafah. According to reports, Barhoum was killed in the strike, which was carried out by a drone that reportedly entered a room in the hospital and exploded. The strike was described as a targeted assassination attempt aimed at removing a key Hamas figure involved in orchestrating terrorism and violence against Israel.

Hamas has been widely criticized for its use of civilian infrastructure, including hospitals, to carry out its military operations, often endangering the lives of innocent civilians in Gaza. The use of an active hospital as a hideout for planning and executing deadly terrorist attacks directly violates international law, which forbids the exploitation of civilian facilities for military purposes.
