Hamas out: The leaked Arab plan for Gaza set to be unveiled tomorrow
A draft of the Arab plan for Gaza was leaked to Reuters a day before it is set to be presented at an Arab summit tomorrow. The main proposal in the Arab initiative: removing Hamas from power.


According to Reuters, the plan calls for replacing Hamas' rule with an Arab and international governance structure. The report emphasizes that it is unclear when the plan will be implemented and whether the Arab states intend to wait for an agreement between Israel and Hamas for a permanent ceasefire.
The report also highlighted criticism about the plan's lack of clarity: "The Cairo plan does not address critical issues like who will pay for Gaza’s reconstruction or details about how governance in Gaza will work, nor how a heavily armed group like Hamas will be pushed aside."
Key Points of the Egyptian Plan for Gaza Reconstruction:
It’s worth noting that Hamas has already rejected the idea, with Hamas senior official Sami Abu Zuhri saying, "The future of Gaza must be a Palestinian decision."
Palestinian Authority:
A Palestinian source stated that an agreement with Egypt had been reached to establish a "committee of Palestinian experts to help govern Gaza for six months," which aligns with the Palestinian narrative of self-rule.
Reconstruction and Financing:
The cost of reconstruction is estimated at $53 billion. Arab states are expected to contribute $20 billion in the first phase, but funding will depend on Hamas being removed from power. Arab countries have made it clear they will not fund Gaza’s reconstruction if Israel is likely to destroy it again in future rounds of conflict.
The plan proposes an international fund to organize long-term donations for reconstruction.
A diplomatic source informed the Qatari newspaper Al-Araby Al-Jadeed that the Arab League summit in Cairo tomorrow will highlight several key principles. These include opposition to the displacement of Palestinians from Gaza, rejection of any plans to impose sovereignty over the West Bank, a call for unrestricted delivery of supplies to Gaza, and support for the Egyptian initiative to rehabilitate Gaza, presented as a general framework without delving into specific details.
The source also noted that the summit would emphasize the need to remove obstacles hindering the plan, particularly addressing disagreements over the proposal to disarm terrorist organizations in Gaza.
Furthermore, diplomatic sources revealed that the additional summit originally scheduled for March 28 will be canceled, with four new issues added to tomorrow's agenda: the ongoing war in Sudan, the situation in Syria, the crisis in Lebanon, and the fight against terrorism.
