Agriculture Minister and Security Cabinet member Avi Dichter addressed the war's outcomes in Gaza, stating that despite Hamas's public posturing, they privately acknowledge suffering severe losses.

In an interview with Radio 103FM, Dichter revealed: "If you were to speak with Hamas behind closed doors, you'd hear about their significant hardships. According to Fatah data, between 300,000 to 400,000 Gaza residents left for Egypt during the open departure period until May. This mass exodus went unreported. Hundreds of thousands of Gazans departed by purchasing visas. Hamas fully recognizes that Gaza exists in an entirely different reality now - devastated and in ruins, as they themselves are experiencing. However, unlike conventional armies, terrorist organizations don't surrender with white flags. You need to ensure they're thoroughly defeated."

Dichter exposed internal fractures within Hamas leadership: "This agreement addresses a specific matter. When considering Hamas, people think of it as a unified entity between Gaza and its external operations. But Gaza's Hamas shows little regard for their Judean and Samarian leadership or their external representatives managing negotiations. We witnessed this dynamic during the first agreement too. Terrorist organizations have numerous vulnerabilities, and as a state, we possess the capability, necessity, and determination to exploit these weaknesses."

He also disclosed that the current agreement isn't Israel's final position, suggesting future plans: "While this agreement is concluded and final, we can see it's not without complications. We saw similar patterns in the November 2023 agreement. We're dealing with a murderous terrorist organization, and our current focus is maximizing the return of hostages while accelerating the next agreement to bring everyone home. While this largely depends on the terrorist organization, we will settle our account with them once all hostages are safely home."
