Israel has submitted an updated proposal to Hamas aimed at securing the release of some of the remaining 100 hostages and initiating a ceasefire in Gaza, Israeli officials told Axios on Wednesday.
The revised proposal builds on a framework previously discussed in August but adjusts its implementation to align with recent developments. Officials expressed hope that factors such as the elimination of Hamas leader Yahya Sinwar, the successful ceasefire in Lebanon, and pressure from U.S. President-elect Trump could create a fresh opening to revive negotiations that have been stalled for three months.
Hamas is reportedly showing greater flexibility toward partial agreements, according to Israeli officials. The updated framework was finalized during a high-level meeting on Sunday led by Prime Minister Benjamin Netanyahu, which included senior ministers and the heads of Israel's security services.
Key aspects of the proposal were conveyed to senior Egyptian intelligence officials, who subsequently presented the terms to Hamas representatives during talks in Cairo earlier this week.
Israel sees Egypt as the primary mediator in these negotiations, although Qatar continues to play a limited role.
