IDF Spokesperson in Arabic, Avichai Adraee, disclosed protocols from August 2022 of a meeting held after Operation Breaking Dawn, where a senior Hamas official met with the commander of the Islamic Jihad’s military division, Akram al-Ajuri. During the meeting, a dispute erupted over the failed rockets fired by Islamic Jihad that injured Gazan civilians. Al-Ajuri criticized the accusations directed at the organization and stated: "If a thousand were killed by friendly fire, that's the cost of war."
The document reveals the significant tension between Hamas and Islamic Jihad, including al-Ajuri’s claims that Hamas embarrassed Islamic Jihad and accused them of failed rocket launches without evidence. According to Adraee: "The document confirms Hamas and Islamic Jihad’s view of Gaza’s residents and their use as tools of exploitation, as both movements recognize the danger these rockets pose to the lives of civilians and see them as a 'war tax,' either directly or indirectly. This is also evident during the current conflict, where Hamas and Islamic Jihad continue to fire rockets from densely populated civilian areas and even humanitarian zones, exposing Gaza Strip residents to danger."
