At the beginning of the article, Katz pointed a finger at Hamas and announced that the appointment of Sinwar as head of the organization's political wing reveals the fact that there is no way to negotiate with Hamas, which has directly become an Iranian proxy:
"Hamas remains as extreme as ever. Sinwar's rise, marked by his hostile and brutal tactics, including mass rape, abduction of civilians, and the largest massacre of Jews since the Holocaust, proves that Hamas supports its war crimes and crimes against humanity. This move shatters any illusions about a moderate faction within Hamas or a distinction between its political and terrorist wings. The entire organization is a terrorist group under Iranian control."
Furthermore, the Foreign Minister explained that, like other organizations in the Middle East, Hamas operates as a fully-fledged Iranian front:
"Hamas functions entirely as an Iranian proxy. As reported here, Sinwar's promotion reminds us that Hamas leadership has always been dedicated to the ayatollahs' goal of erasing Israel from the map. Sinwar's Hamas no longer hides behind the guise of fighting for Gaza's residents. Instead, it proudly sacrifices them to Tehran's relentless war machine."
The core of Katz's article focused on Iran's plan to develop terror arms throughout the Middle East:
"It is no coincidence; it is Iran's modus operandi: from Lebanon to Yemen, from Syria to Iraq, Iran ruthlessly destabilizes countries and territories, arming extremist groups to serve its revolutionary fanaticism."
He also emphasized Iran's plan to destabilize the region of Judea and Samaria:
"Iran's destabilization efforts are increasingly evident in Judea and Samaria. Tehran undermines the Palestinian Authority and supports extremist groups through the provision of weapons and money. Were it not for Israel's vigilance, Judea and Samaria would quickly become another Iranian stronghold threatening both Israeli and regional stability. Iran's ambitions extend further, as its attempts to smuggle weapons through Jordan endanger the moderate Arab state."
Katz also explained that the central tool in Iran's plan is the IRGC:
"The Iranian Revolutionary Guard Corps is the main driver in Iran's strategy to encircle Israel with a 'ring of fire' and spread its terror throughout the Middle East and the world."
Katz continued by calling on the international community to label the IRGC as a terrorist organization:
"The international community must declare the IRGC as the world's largest terrorist organization and impose further crippling sanctions on Iran—these actions are essential to halting Iran's destabilizing activities and ensuring global security."
Finally, Katz revealed the approach he proposes to deal with Iranian expansion attempts into Israeli territory:
"A Palestinian self-governance arrangement on internal matters, along with Israeli security oversight, offers the best immediate option to counter Iranian influence while providing Palestinians the maximum autonomy to manage their affairs. This arrangement is crucial for breaking the cycle of violence that fuels Iran's ambitions."
