Israeli Finance Minister Bezalel Smotrich has proposed unprecedented punitive measures against Hamas, including the suspension of basic utilities and humanitarian aid to Gaza, while threatening territorial annexation in response to harm against Israeli hostages.

"We must issue an ultimatum to Hamas and unleash hell," Smotrich declared in a stark escalation of rhetoric. His proposed measures include cutting off electricity and water supplies to Gaza, halting humanitarian aid deliveries, and asserting Israeli sovereignty over 5% of Gaza's territory for each hostage harmed by Hamas.

The Finance Minister's provocative stance follows U.S. President Donald Trump's February 10 statement, which set a February 12 deadline for Hamas to release all remaining hostages. Trump's ultimatum referenced the condition of previously returned captives, whom he described as resembling "Holocaust survivors," and suggested support for intense military action if Hamas failed to comply.

Humanitarian Aid at Stake

The proposed suspension of aid comes amid significant humanitarian operations in Gaza:

Current aid operations have seen approximately 13,800 trucks entering Gaza during the ceasefire period, with daily deliveries averaging 600 trucks. Half of these deliveries are directed to northern Gaza, accompanied by 50 daily fuel and gas tanker shipments. Relief efforts have included the distribution of 300,000 tents, with 120,000 designated as large-scale shelters.

Political Context

Smotrich, known for his far-right views, has consistently advocated for aggressive measures against Hamas since the October 7, 2023 attacks. His latest proposals align with his broader political strategy, including threats to resign if Israel doesn't resume its military campaign against Hamas.

The Finance Minister has also expressed support for Trump's statements, viewing them as the "real answer" to the October 7 attacks. Smotrich has been developing what he terms an "operational plan" that includes proposals for relocating Palestinians from Gaza, though he specifically opposes moves to Jordan or Egypt, citing security concerns.

International Response

The international community, including various governments and human rights organizations, has expressed concern over these proposals, particularly regarding their implications under international law and their potential humanitarian impact. Critics have characterized some aspects of the proposals as supporting ethnic cleansing, while supporters within Israel's right-wing factions view them as necessary security measures.

Mediators from Russia, Qatar, and Egypt continue their efforts to maintain the ceasefire and facilitate hostage negotiations. Meanwhile, the broader Israeli government's position on these proposed measures remains unclear, as implementation would require wider governmental support and face significant international scrutiny.
